The guys who write the code have been busy over the last several days, responding to several different requests and improvements entrants have communicated to us. I am happy to point out to you two things that should help you manage your contest entries.
First, when you select the Enter option, the entry screen where you can browse your images to select an entry will show all of your entries for that contest for the last 15 days! So, we hope to see a reduction (hopefully, an end) to 15 day violations. 
Second, look up in the Contest News section to the upper right. There you will see a link to the helpdesk function. Use this link to notify us of any problems or questions or concerns you have with the contests. It will be assigned to a contest administrator who will communicate with you to resolve the item.
Enter daily, vote daily, and tell your friends who aren't playing to get involved!

This is a great feature. Very helpful to me, and I'd imagine, very helpful to the contest administrators.
What I'd love to see would be the second half of this; that when I go to upload an image, the previous winning images, which are also not eligible, are also on the page. Usually, I submit new stuff, but sometimes, for whatever reason, I want to give an older image a chance. Naturally, I'm going to use ones I really like, which might just mean it's one of the images I won with a year ago or whatever.
Seems like this would be an even bigger issue for those who win much more often than I do.

How could they tell which shot won last year, or two months ago? They can't compare bit by bit. A simple recrop would change the image. I don't know how many times I have seen a B&W version of a shot a few days after a full color version. If the shot is in your port then they can compare file names easy enough, but not if it is off site. You could create a shot named november4.jpg and then copy it to november5.jpg and entera "different" shot every day. After once or twice... the admin would catch on tho, but the system couldn't.

I'm not proposing that they try to automatically prevent violations, just that the system display the contestant's previous winning entries on the submission page, as it does now with the "last 15 days" entries. All of your concerns apply equally to the last 15 days, but the system is set up to show them. I assume good faith; just asking for a tool to make it easier to follow the rules, similar to the excellent one discussed above.

I would image a good faith list of winners would not be that difficult to add except in CW's case. The shear volume of wins would be a problem in that case.
