Testing for Agencies
It I want to start testing for local agencies
I understand that the basic steps are:
1. Build a book suited to the photography the agency uses, traditional size 11x14
2. Locate local agencies and find out when they have open calls.
3. Walk in with your book and see what they say.
What other advice do you have?
I'm not at all sure that for this purpose you have to go to an 11x14 book. What you will deliver to models is 9x12, and that's what model agencies are used to seeing. I think it's entirely acceptable - even expected - for test photographers to use 9x12.
Another thought: you will be judged by the team you put together, not just the photography. Your makeup artist has to be agency-quality, as does the hair stylist and wardrobe stylist, if used. In addition, the models have to look like agency models. While it may not be fair, every contributor to your portfolio will be judged.
So even photographers use 9x12 for agency books.
I'll keep that in mind.
Any advice on what to wear, calling ahead of time, how often to resubmit after you get kicked out the first time?
That's interesting about the size - that wouldn't have occurred to me but it makes sense in context - so the bottom line is that the best way to show you can really shoot this stuff is to produce a book that's just like a really solid model's book, it just happens to have more than one model in it. And any variation is going to detract from that (which includes not having any expectation that they'll cut you any slack if the non-photographer parts aren't up to snuff.)

Wear something that makes it look like you thought about what to wear. What that is, specifically, can vary widely. Just look like you are together, and have a plan.
With luck, when they throw you out, they will tell you why. You'll know what deficiencies they found in your work. When you think you have a large enough body of new work that fixes those deficiencies, go back.
Personally I use a 9x12 book to show modeling agencies here in Vegas, it seems to work well and I have received positive feedback on it.
I also leave about 20 or so of my zed cards at the agency, many have commented on it being nice for them to be able to give my zed out to models to see my work and for them to contact me. I restock the zeds if needed when I re-visit that agency.
A few other local photographers leave a 4x6 mini port at the agencies however from what I have seen, people tend to remove some of the images from them so most have blank pages in them.

(pre-edit, we don't really have paid testing up here.)
Do some research before contacting them, because in some areas (like mine) most of the "testing" done is by who you know rather than what you do.
In cases like this I'd build up a rapport with models, as well as good images they use for comp cards, and then approach the agencies. However, here, most of the good models are online anyway (myspace, MM, facebook, etc) so going though an agency for testing creates more of a hassle than it's worth.
But again, I'm up in the backwoods here in MN, and it is different in larger markets.
I'm not really sure a specific sized book would matter, or even clothing as long as you present yourself well - like you would in a job interview. Also don't wear extensive jewelry, and keep things simple.
